What is OKSO

OKSO is the abbreviated name of the All-Russian Classifier of Specialties. The classifier was created to ensure the exchange of data between government departments in the field of education. OKSO is designed to solve problems in the field of training the necessary specialists in production or other areas. In other words, the All-Russian Classification of Specialties takes into account the needs of the market in various fields of activity, which ultimately leads to a decrease in the unemployment rate.

Among the other tasks of OKSO, such as regulating licensing in educational field, statistical analysis, accounting and processing of information, regulation of the ratio of the level of training of Russian specialists in accordance with international standards.

OKSO includes both higher and secondary vocational education. The classifier is based on the Law “On Education”, as well as on lists of areas in personnel training compiled in accordance with this law. The maintenance of the classifier is regulated by the Ministry of Education of the Russian Federation and VNIIKI Gosstandart.

What objects are classified in OKSO

The objects of the All-Russian Classifier of Specialties are specialties of higher and secondary vocational education. In OKSO, the identification block is built using a hierarchical classification method, as well as using a sequential coding method. Three levels of hierarchical classification can be distinguished:

The code structure includes six decimal digits. It has the following form: XXXXXXX, where:

  • The first and second signs correspond to enlarged groups of areas and specialties of training
  • The third and fourth signs are the directions of preparation

In OKSO, the name block includes the names of specialties, areas of training, names of enlarged groups of areas and specialties. The block of additional classification characteristics contains information about the qualifications assigned by specialty and area of ​​training. OKSO is used to solve problems related to:

  • determining the forecast demand for personnel with appropriate qualifications;

  • regulation of statistical accounting in the field of secondary vocational and higher education.

The objects of classification in OKSO are professions and specialties of secondary vocational education, specialties and areas of training in higher education.

Under profession, specialty, direction of training is understood as a set of competencies acquired as a result of receiving secondary vocational or higher education and ensuring the formulation and solution of certain professional tasks.
Professions, specialties and areas of training are combined into larger groups.

Under enlarged group is understood as a set of related professions, specialties and areas of training.
For a generalized description of professions, specialties and areas of training, enlarged groups are united in the field of education.

Under field of education is understood as a set of enlarged groups related to a specific field of activity.

OKSO contains codes for areas of education, enlarged groups, professions, specialties and areas of training, as well as their names.

The code designation of a profession, specialty or area of ​​training consists of seven digital characters:

Secondary vocational education


Secondary vocational education is usually called the level of knowledge acquired in the process of studying in colleges, technical schools or on the basis of some universities. This type of training is aimed at obtaining practical skills in working specialties.
